skin disease? or just dry skin and how to prevent it?

mt dads German Shepard has this bad skin problem she really stinks and it looks bad the fur on her back is falling out from her scratching it so much. it started out as dandruff and is just getting worse, lets just say my dad doesnt know how to take care of his dog that he payed so much for. and now i have a puppy and i think she is getting it, she has little scab looking things on her back, at first i thought it was just from my dads dog bitting her and left a scab but it looks nast ive tryed to wash it off and it just wont work, and she also looks like she has dandruff.
any ideas?
(were going to take both to the vet as soon as we get our tax checks)

Drinking colonial silver water can prevent cancer?

I have 2 geeky friends who sit in their basement and research things. They have come across documentation online about colonial silver and its affects on the human body by ingestion and applying topically. Does anyone know anything about this? Negative affects? Positive?
Apparently by ingesting colonial silver (although I am not sure of healthy doesages..), it will actually prevent cancer. It does not CURE cancer persay, but colonial silver while in the system kills off unneccassary bad cells and things inside your body. By ingesting colonial silver it actually will ‘freeze’ the cancerous cells from reproducing to form more. On this list of things colonial silver can cure, it says anything to do with your skin basically can be cured by silver water. Rosatia, acne, wounds.. The documents state that NASA and the army give their men silver water to fight off germs and bad pathogens entering the body.
And example of this, was in the midevil times. People who lived on boats were invinceable to the Black Plague disease that was commonly spreading in this era. Why were they not affected by the Black Plague? Because they ate off silver plates, used silver forks, etc.
My friend who has been researching this, has done tests. A completely dead flower was sitting on the table. He fed it with colonial silver water and within a few days, the flower was beginning to bloom. He also put colonial silver water in a glass of milk. He left an ordinary glass of milk sitting on the counter, and a colonial silver water glass of milk sitting on the counter. He let it sit for a week. The normal milk was how you would expect. However, the colonial silver enhanced milk was perfectly fine. It looked just like milk even after a week. He proved that it kills off unwanted, bad germs etc, and he let me drink the milk. Other than the fact it was room temperature, it tasted, smelled and was just normal milk.
It is illegal to sell this, I believe, but it is perfectly legal to MAKE your own. (Which my friend does.)
Does anyone know more about this? If this is true, why don’t more people know of this?
How well do condoms prevent the spread of HPV and genital herpes?

The sex-ed program at my school is an abstinence-only program, and they have a tendency to lie about the effectiveness of condoms. Here are a couple of examples:
1. There was one video that said that the condom fail rate can be up to 30%. The video is obviously lying about this statistic, and they never mention user error.
2. The sex-ed program at my school said that condoms cannot prevent the spread of HPV and genital herpes, for any sexual contact whatsoever could make one get the disease. I doubt this, for regular skin is not the same as mucous membranes.
What is the actual rate of protection against HPV and genital herpes that a condom produces?

Is it true that one way to prevent the DENGUE is to take vitamins specifically B1 Thiamine hydrochloride?

Some previous studies reveal that intake of high doses of vitamin B1 (25-50 mg 3x a day) may be an effective repellant against mosquito bites. Vitamin B1, or thiamine hydrochloride, in a safe and water soluble vitamin which produces a skin odor that is not detectable by human, but is disagreeable to mosquitoes.
Thiamine hydrochloride most likely acts to combine with the perspiration of the host to repel insects by its odor.
According to Allan Greene, M.D. FAAP, August 11, 1992; it takes about 2 weeks before the odor of thiamine fully saturates the skin
Silva et. al. in 1995 (Re. Hosp Clin, Fac Med, Jao Paulo Vol 50, No1) reports a widely help opinion in Brazil, that vitamin B complex is useful as a mosquito repellant
